A lottery sales agent (retailer) sells Virginia Lottery tickets and collects the proceeds, which belong to the Commonwealth. Under Code of Virginia § 58.1-4009, before a license issues, a sales agent must be bonded (or provide other surety satisfactory to the Director) in an amount and penalty prescribed by Lottery regulation.

The bond is payable to the Virginia Lottery and conditioned on the faithful performance of the agent's duties — principally, remitting all funds owed to the Lottery. If a retailer fails to turn over ticket proceeds, the Lottery can recover against the bond.
