The East Bay Municipal Utility District requests a Statement of Qualifications (SOQ) from firms interested in placement on the following consultant rosters: Equal Employment Opportunity (EEO) Investigations, Related Services, and Mediations Consultant Roster (EEO CR) Firms, teams, and joint ventures may also apply to be included on any of the following EEO specialty discipline rosters. The firm should be able to provide the specialty discipline in-house. The specialized disciplines for which the District requests consultants to submit are: i.a. EEO Investigations and Consultation/Support/Training i.b. Coordination/Responses to Equal Employment Opportunity Commission (EEOC)/California Civil Rights Department (CRD)/External Agencies ii.
EEO Care Services: Mediation, Facilitated Dialogues, Management Guidance, etc. Alternative Dispute Resolution (ADR) Consultant Roster (ADR CR) Firms may submit a SOQ for either roster (1 or 2) or both. The documents listed under RSQ Details and Forms below provide greater detail about the RSQ process and requirements. There is no deadline for the rosters, but interested parties are encouraged to submit their information as soon as possible.
The first review of submissions will take place on Monday, September 28, 2026.
Firms on the EEO roster conduct impartial EEO investigations including witness interviews, document review, factual reports and advisory memos on policy determinations, coordinate responses to EEOC/CRD/external agency charges, provide EEO consultation, support and training, and provide EEO Care Services such as mediations, facilitated dialogues, management guidance and care plans. Firms on the ADR roster provide mediation, facilitation, conflict assessment and case management, conflict coaching, customized training, group interventions and organizational development consultation, with documentation, status reporting and coordination with District staff.
