This Request for Services (RFS) is being issued concurrently with a Request for Qualifications (RFQ) for a Consulting and Professional Services Master Agreement. Vendors interested in applying for this RFS, must also respond to the RFQ.
Qualifying vendors will be issued a Consulting and Professional Services Master Agreement (CAPSMA). To be considered for a CAPSMA, vendors are required to submit responses to both the RFQ and the RFS. The required RFQ and RFS documents are attached for your convenience.

The Consultant shall perform services including: Classification Research and Development to develop proposed classification specifications for the Ethics Compliance Officer; develop a complete job bulletin and recruitment materials; develop and implement a comprehensive recruitment timeline; develop and execute a nationwide recruitment and outreach strategy; receive, organize, acknowledge, track, and review all applications and nominations; conduct structured screening and present only the most qualified candidates for interview; coordinate the interview process for top candidates; and coordinate with the Ethics Commission and designated County partners through final selection, offer and compensation discussions, appointment processing, candidate notifications, and onboarding.
