Charleston County licenses contractors who pull permits and do work in the unincorporated county, and conditions that license on a $10,000 surety bond. The bond runs to the County as obligee and stands behind your compliance with the County's building code and contractor licensing rules.

It is a three-party arrangement: you (the principal), the surety carrier, and Charleston County (the obligee). If you violate the County's contractor or permit rules and the County or a harmed party suffers a loss, they can recover against the bond up to $10,000.
