Spartanburg County requires a permit before anyone cuts, bores, trenches, or otherwise opens a county road, shoulder, or right-of-way — and conditions that permit on a $5,000 surety bond. The bond runs to the County as obligee and guarantees you restore the road to County standards after the work.
It is a three-party arrangement: you (the principal), the surety, and Spartanburg County (the obligee). If you leave a cut unrestored or the patch fails and the County has to repair it, the County can recover its cost against the bond up to $5,000.
