What the bond actually guarantees
North Dakota licenses motor vehicle dealers through the NDDOT Motor Vehicle Division under N.D.C.C. ch. 39-22, and conditions the license on a $25,000 surety bond. The bond is a consumer-and-public-protection guarantee: it stands behind your compliance with the dealer-licensing law and the taxes and fees you owe the state.
It's a three-party arrangement: you (the principal), the surety carrier standing behind you, and the State of North Dakota together with harmed buyers (the protected parties). The bond is continuous and constitutes a new $25,000 obligation for each annual license period you are licensed.
It is not insurance for you — if the surety pays a claim, you repay the surety. The same $25,000 amount applies whether you are a used or new dealer. Dealers who deliver clean title and pay their taxes treat the bond as a license formality, not a risk.
