What the bond actually guarantees
Rockville's Inspection Services Division, part of the Community Planning and Development Services Department, administers electrical permits and licensing under Rockville City Code § 5-141. Since a 2024 update to Maryland law moved electrician licensing to the State Board of Electricians, the City requires anyone who provides electrical services within its limits to hold a corresponding, valid State of Maryland electrician license — apprentice, journeyperson, or master.
A surety bond is a compliance guarantee: a three-party arrangement between you (the principal), the surety carrier, and whichever party requires it (the obligee) as security that you follow the applicable electrical code and pay valid claims arising from your work. Maryland law (Md. Code, Bus. Occ. & Prof. § 6-604) lets a local jurisdiction still require a bond of an electrician, and lets the state-mandated $300,000 general liability / $100,000 property damage insurance satisfy that requirement in place of a bond.
