What the bond actually guarantees

The City of Rockville licenses gasfitters — including a Limited Plumber (Gas Fitters Only) credential — under Rockville City Code § 5-203 and conditions the license on a $5,000 surety bond. The bond is a compliance guarantee: it is conditioned on all gasfitting work being performed in accordance with the City's Gas Code (Article IX of Chapter 5) and on the licensee paying any fines or penalties properly imposed for a violation.

It's a three-party arrangement: you (the principal), the surety carrier, and the City of Rockville (the obligee). If a licensed gasfitter's work violates the Gas Code and someone is harmed, they can recover against the bond.

It is not insurance for you — if the surety pays a claim, you repay the surety. The City also accepts proof of $300,000 personal injury and $100,000 property damage insurance in place of the bond, and exempts anyone who already holds a valid Maryland State Master Plumber's license.

Rockville City Code § 5-207Rockville City Code § 5-207 requires a person issued a gasfitter's license to execute and deposit a bond in the sum of $5,000, or a certificate of insurance with a minimum of $300,000 personal injury and $100,000 property damage coverage, conditioned on performing all gasfitting work in accordance with Article IX of Chapter 5 and paying any fines or penalties properly imposed for a violation. A gasfitter's license is not valid until the bond or insurance certificate is on file. Individuals who hold a valid Maryland State Master Plumber's license are exempt from the bond or insurance requirement. Licenses under this division expire at the end of even-numbered calendar years.
