What the solicitor bond covers

Maryland regulates paid fundraising under the Maryland Solicitations Act, administered by the Secretary of State. A professional solicitor is paid to solicit charitable contributions, and a public safety solicitor solicits on behalf of police, fire, or similar public safety organizations — and both must register and file a $25,000 bond.

The bond runs to the State of Maryland and protects donors and the charities the solicitor works for against fraud, misrepresentation, or failure to account for the contributions raised. It is a consumer- and charity-protection guarantee, not insurance for the solicitor.

The amount is a flat $25,000 set by the Act — the same for every registrant. (The Act lets a registrant submit a $25,000 irrevocable letter of credit instead, but a surety bond is usually the cheaper route, since you pay the 3% premium rather than tying up the full amount.) We issue the $25,000 bond at a flat 3% with no credit check.
