Iowa licenses employment agencies through the Division of Labor under Iowa Code chapter 94A. The license covers a business that charges a job seeker a fee for help finding work, and the State conditions it on a $30,000 surety bond filed with the agency license application.
The bond is a consumer-protection guarantee conditioned to pay damages that accrue to any person from a wrongful act or violation of law by the agency in conducting its business. It is a three-party arrangement: you (the principal), the surety carrier, and the State of Iowa (the obligee), with job seekers as the protected parties.
