The City of Winter Park licenses local contractors and will not issue their business certificate until a $5,000 license bond is on file. State law sets the terms: one bond per contractor, no more than $5,000, conditioned only on your compliance with the Florida Building Code.

It's a three-party arrangement: you (the principal), the surety carrier standing behind you, and the Florida Homeowners’ Construction Recovery Fund (the obligee, the party the bond is payable to). You file the bond with the City, but state law makes it payable to the Fund. If you fail to comply with the Florida Building Code, a claim on the bond is paid to the Fund.

It is not insurance for you — if the surety pays a claim, you repay the surety. We track the bond and notify you 60 and 30 days before expiration so your city business certificate never lapses over a missed renewal.

It covers all classes of locally licensed contractors, including roofing and pool/spa contractors who hold an Orange County or City of Orlando competency card; § 22-402(e) exempts state-certified contractors. Under §489.131(3)(e), Fla. Stat., a local contractor bond may not exceed $5,000, is conditioned only on compliance with the Florida Building Code, is payable to the Florida Homeowners' Construction Recovery Fund, and is granted reciprocity statewide.
