The Stateof Texas, by and through the Texas Health and Human Services Commission (HHSC), on behalf of the Texas Department of State Health Services (DSHS), is issuing this Solicitation to solicit proposals from qualified vendors to provide VideoDirectly Observed Therapy (VDOT) services.
VDOT enables DSHS staff to remotely observe Clients taking tuberculosis (TB) medications using video technology as an alternative to in-person DirectlyObserved Therapy (DOT). The VDOT solution must support both real-time videoobservation (Synchronous VDOT) and recorded video submission for later review (Asynchronous VDOT).
The VDOT solution must support both real-time video observation (Synchronous VDOT) and recorded video submission for later review (Asynchronous VDOT). The system must allow secure transmission of protected health information, support use on mobile devices, and reduce the need for routine travel associated with in-person observation while maintaining required treatment monitoring. The contractor must comply with TX-RAMP Certification Level 2, comply with Exhibit N Requirements Traceability Matrix covering transition, maintenance, functional, training, reporting, security, staffing, accessibility, turnover, key performance measures, and deliverables, conduct annual disaster recovery tests, and submit invoices in a specified format. The contractor must also provide a narrative/technical proposal, company information, references, a subcontracting plan, TX-RAMP documentation, and accessibility/VPAT documentation.
