Snow Removal FY27
This small order purchase will be awarded as a whole to the lowest responsive and responsible bidder. Seller must quote all items in order to be eligible for award. Do not deliver or provide services until notified by department.
The seller provides all labor, material and equipment for snow removal, sand treatment and ice/frozen precipitation removal at the PWD Central Lab Facility, covering all paved areas and sidewalks on the interior of the facility property and the exterior sidewalks bordering the entire block along Hunting Park Ave., O Street, E. Lycoming St. and Castor Ave. Work includes maintaining a weather watch service, arranging equipment and personnel on call, facility surveillance of sidewalk, driveway and parking lot conditions, and keeping all sidewalks, driveways, loading docks, plaza areas, steps and doorways clear of snow and free from ice at all times including holidays, weekends, days and evenings. The seller provides management and quality control supervision including operation tours, tracking and controlling service calls, plans of attack for special situations, monitoring application of snow/ice melting treatments, inspecting and controlling staff and equipment, controlling safety programs, and responding to City initiatives, and proactively recommends changes to the Snow Removal Plan during the contract year. Calcium chloride is used on sidewalks and entrances/exits and rock salt only on parking lot areas; products shall not be used to melt ice and snow in lieu of removing it. Snow removal must begin within one hour of notification and all locations must be completed within five hours of mobilization, with equipment replacement not to exceed four hours. The seller is responsible for repairs and full restoration of damage to property or facilities caused by its fault or negligence, and must have cell phone capabilities for communication with the Water Department.

Most Pennsylvania work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
