Snow & Ice Removal Services Region 3 - FLP
This small order purchase will be awarded as a whole or by line item, whichever is in the best interest of the City, to the lowest responsive and responsible bidder. Seller must quote all items in order to be eligible for award. Do not deliver or provide services until notified by department.
The Seller shall furnish all labor, supervision, equipment, vehicles, fuel, and de-icing materials to perform snow and ice clearance, de-icing, pre-treatment, parking lot plowing, and emergency services at 11 library sites. Services include clearing public sidewalks, entrances, steps, ramps, accessible routes, book-drop access, emergency egress doors, fire hydrants, and storm inlets. De-icing materials must meet surface-specific requirements (rock salt on standard concrete/asphalt; calcium or magnesium chloride on historic masonry, new concrete, and near planting beds). The Seller must monitor weather, mobilize for each event, and meet response time standards including a 36-inch cleared path within 6 hours after snowfall ends and full-width clearance before branch opening. The contract also covers pre-treatment when ordered, ice call-outs within 2 hours, and snow hauling/relocation on an as-needed basis. Special conditions apply at the Blanche A. Nixon (Cobbs Creek) Library (no chloride de-icing salts near the stormwater management practice) and at historic Carnegie branches (rubber-edged tools only, no metal blades).

Most Pennsylvania work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
