The plans will be based on safety datasets, Highway Safety Network Screening, Statewide and regional systemic screening, and regional stakeholder input. The regional safety plans will determine regional safety emphasis areas for each region based on data driven safety assessments, input from the latest version of the Pennsylvania SHSP, the Pennsylvania VRU Safety Assessment, stakeholder input, and other factors as necessary. Strategies for each emphasis area and related projects will be identified. Prioritization lists will be developed for each region to expedite regional HSIP project selection. Each region will have a fully documented regional safety plan report. After the initial reports are created there will be updates in subsequent years to the lists and crash data analysis.
Ability to utilize data sets and maps
Engineering assessments of project options for prioritized locations
Development of written regional safety plans utilizing Microsoft and Adobe products

Most Pennsylvania work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what a GC or agency asks to see before they take your bid seriously.
