This project will be the full reconstruction to interstate standards for I-80 between Lightstreet interchange and the Susquehanna River. This will be a full federal oversight project and schedules will need to reflect all timeframes needed for review and approval by FHWA in design and construction.
The engineering work and services that may be required under this contract includes but are not limited to:
These engineering services identified are the general work activities that can be expected under this Open-end / Project specific Agreement. A more detailed project specific Scope of Work will be outlined for each individual Work Order developed under this agreement. These projects may be required to be designed with digital delivery. All pre-bid files must be prepared and submitted electronically to be included in contract. These files include but are not limited to MicroStation files, Inroads files for surface, geometry, drainage, templates, corridors, and preferences.
The Department will establish an order of ranking of a minimum of (3 ) firms for the purpose of negotiating an agreement based on the Department's evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking.
The following factors, listed in order of importance, will be considered by the Department during the evaluation of the business partners submitting statements of interest:
This agreement may consist of preparation of the required environmental documents, preliminary engineering, final design, and construction services. A specific project-related Scope of Work will be outlined for each individual Work Order developed under this Open-end Agreement.
Specific activities may include, but are not limited to:
Environmental Analysis - The areas of environmental study required under the Contract may include, but are not limited to: air quality; noise; energy; vibration; hazardous waste; surface water and ground water quality; surface water and ground water hydrology; terrestrial ecology including threatened and endangered species; bridge bat assessments; wetlands; soils; geology; farmlands; visual quality; socio-economic resources; cultural resources; Section 4(f) Evaluations; early coordination and; scoping correspondence; meeting minutes; public meeting and hearing presentations; visualization materials, handouts and displays; technical basis reports (TBRs) and/or technical files; NEPA environmental documents; Section 106 documents; mitigation plans and reports; wetland and floodplain findings; and preliminary engineering plans, and remote sensing/mapping innovations. The format and content of all documents will be consistent with applicable State and Federal regulations, policies and guidelines. The level of environmental clearance will be determined when the Department has determined the course of action that will be pursued as a result of the environmental studies. The project team will be responsible for all investigations and public involvement to obtain the necessary level of National Environmental Policy Act (NEPA) approval.
Preliminary Engineering - The actual Preliminary Engineering services required could include, but not be limited to: field surveys, traffic counts and analysis, signing and lighting activities, hydrologic and hydraulic study, preliminary type, size, and location study, preliminary geotechnical engineering report, borings, preliminary right-of-way activities, utility investigation, preliminary drainage design, safety review/audit, preliminary traffic control plan, preliminary pavement design, typical sections, preliminary line and grade, design field view, public involvement, design exception approval requests, development of miscellaneous construction details, project scheduling, and project management and coordination.
Final Design - Final Design services will depend on the results of Preliminary Engineering and Environmental Analysis and could include, but not be limited to: supplemental surveys, waterway permits, final geotechnical report, final roadway design, utility engineering, highway construction plans (including all also plans), right-of-way plans, right-of-way acquisition. final plan checks, final design office meeting, CPM/constructability review, value engineering reviews, specification and estimate submission, project scheduling, public involvement and coordination, and project management and coordination.
Services During Construction - Shop drawing review and consultation during construction. If design or design related problems are encountered during construction, the District will contact the design consultant to satisfy concerns or misunderstandings.
The design of this project will be developed in English units and will conform to current applicable Department Design Manuals, Publications, Standards and Specifications. Deliverables will be provided as required by the Department of Transportation, FHWA, and all other involved agencies. Deliverables will be in electronic and hard copy. No Mylar.

Preliminary design will include assessment of expected design standards assumptions for construction in mid to late 2030s. Interchange and three-lane criteria should be considered. Construction phasing is anticipated to maintain 2-lanes in each direction at all times. All drainage including deep pipes and culverts should be assessed and issues addressed.
Bridge work may include but is not limited to, overlays, joint sealing, strip seals, bearings, bridge barriers, deteriorated concrete repair, deck replacement, structure replacement or widening, and general bridge preservation activities as needed for design lane width and shoulder.
The corridor is located in a rolling terrain region. The alignment contains many horizontal and vertical curves which meet the requirements for various design speeds. The area does not include any highway lighting or ITS. ITS work will be completed within the project under another contract.
All questions and answers are required to go through ECMS's "Questions and Responses" forum.

Most Pennsylvania work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what a GC or agency asks to see before they take your bid seriously.
