The awarded Offeror(s) will provide legal services, including advice and representation, to JPSC, the Kentucky Department of Juvenile Justice (DJJ), and any of their current or former officials and employees who are named as defendants in the case of Jamiahia Kennedy et al. v. Kentucky Department of Juvenile Justice, et al., United States District Court, Western District of Kentucky, Civil Action No. 1:24-CV-00016-GNS. This action involves allegations that juveniles were housed at detention centers in Adair and Campbell County under conditions that violated their constitutional and statutory rights, including being held in their cells for 23 or more hours a day and denied essential hygiene, education, and medical/mental health treatment. Claims are asserted under 42 USC §1983, ADA/Rehabilitation Act, and state law negligence, with fourteen individually named defendants.
