Washington regulates health care discount plan organizations — companies that sell access to discounts on medical, dental, or similar services — under the Health Care Discount Plan Organization Act (chapter 48.155 RCW), administered by the Office of the Insurance Commissioner.

Under RCW 48.155.040, each licensed organization must continuously maintain a surety bond in its own name, not less than $35,000, used at the Commissioner's discretion to protect the financial interest of Washington members.

The bond is a consumer-protection guarantee for members who paid for a discount plan. As an alternative, an organization may deposit acceptable security in trust with the Commissioner in lieu of a bond.
