What the bond actually guarantees

A broker for the transportation of property arranges shipments without operating the trucks — connecting shippers with Virginia-authorized property carriers. The Virginia DMV licenses these brokers and requires a $25,000 bond or letter of credit on file with Motor Carrier Services as a condition of the license.

It's a three-party arrangement: you (the principal), the surety carrier, and the Commonwealth of Virginia (the obligee), with shippers and carriers as the protected parties. If a broker fails to pay a carrier or otherwise violates the motor carrier laws, the harmed party can recover against the bond.

It is not insurance for you — if the surety pays a claim, you repay the surety. The bond is filed on form OA 437, and a property broker may not arrange the transportation of household goods (that is a separate authority).
