What the bond actually guarantees

Virginia licenses driver training schools through the DMV under Title 46.2, Chapter 17. A Class A license is required of schools that provide commercial motor vehicle training, and the applicant must file a $100,000 surety bond payable to the Commonwealth and conditioned to protect students' contractual rights.

It's a three-party arrangement: you (the principal), the surety carrier, and the Commonwealth of Virginia (the obligee), with your students as the protected parties. If a school violates Chapter 17 or harms a student through fraud or misrepresentation, the harmed student can recover against the bond.

It is not insurance for you — if the surety pays a claim, you repay the surety. Schools that honor their enrollment contracts treat the bond as a license formality, not a risk.

What's the difference between Class A and Class B?A Class A school trains commercial drivers and posts a $100,000 bond. A Class B school trains drivers in non-commercial vehicles (other than motorcycles) and posts a $5,000 bond. They are separate licenses under § 46.2-1703.
What does the bond guarantee?That you honor students' enrollment contracts and follow Title 46.2, Chapter 17. If you fail to and a student is harmed, they can claim against the bond — and if the surety pays, you repay the surety.
