What the bond actually guarantees

Virginia licenses driver training schools through the DMV under Title 46.2, Chapter 17. A Class B license is required of schools that train students in operating motor vehicles other than motorcycles and commercial motor vehicles — the ordinary teen and adult driver education program — and the applicant must file a $5,000 surety bond payable to the Commonwealth.

The bond is conditioned to protect the contractual rights of students and to indemnify anyone harmed by the school's violation of Chapter 17 or by fraud or misrepresentation. It's a three-party arrangement: you (the principal), the surety, and the Commonwealth (the obligee), with your students as the protected parties.

It is not insurance for you — if the surety pays a claim, you repay the surety. Schools that honor their enrollment contracts treat the bond as a license formality, not a risk.
