Utah's Health Spa Services Protection Act (Utah Code Title 13, Chapter 23) requires a health spa that collects prepaid membership fees to register each facility with the Division of Consumer Protection and post security. This product bonds an Anytime Fitness franchise location at a fixed $25,000 penal sum, distinct from the standard health spa bond, whose amount is tiered by paid-in-full contract count — $5,000 up to $75,000.
It's a three-party arrangement: the franchise location (the principal), the surety carrier, and the Division of Consumer Protection (the obligee), with members who paid prepaid dues as the protected parties. The bond is payable to the Division for the benefit of a consumer damaged by a violation of the Act or by the club closing.
