The City of San Antonio Public Works Department conditions a right-of-way permit on a $10,000 performance bond. When you cut into a street, sidewalk, or other public right of way, the city wants a financial backstop that the area is restored and any defects from the work are repaired.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of San Antonio (the obligee). The bond runs for a one-year term and stays in force until the city accepts the work; if the work is defective from careless or negligent performance, the city can recover against the bond.
