Oregon regulates money transmission under ORS chapter 717, administered by the Division of Financial Regulation. ORS 717.225 requires each licence application to be accompanied by a security device — in practice a corporate surety bond — that runs to the State of Oregon for the benefit of any claimants against the licensee.

The device secures the faithful performance of the licensee's obligations in the receipt, handling, transmission and payment of money connected with selling or issuing payment instruments or transmitting money. The base amount is $25,000, rising $5,000 per location operating as a branch or authorized delegate for Oregon transactions, and the statute caps it at $150,000.

A licensee may instead deposit securities of an equal aggregate amount with the director or an approved institution, but a surety bond costs a fraction of tying up the cash. It is not insurance for you — if the surety pays a claim, you repay the surety, and the device has to stay in force for as long as the licence does.
