To be a licensed contractor working on those systems, the department requires a $15,000 performance bond filed on its form.

The bond is a performance-and-compliance guarantee. It stands behind your obligation to build and connect sewer and water work to the Sanitary Engineer's standards and regulations, and to correct or restore work that doesn't comply. If you don't, the county can recover against the bond.

It's a three-party arrangement: you (the principal), the surety carrier, and Ottawa County (the obligee). It is not insurance for you — if the surety pays the county, you repay the surety. Contractors who build to the Sanitary Engineer's standards treat the bond as a license formality.
