The City of Mason controls its public right-of-way — the roads, streets, alleys, sidewalks, curbs, and gutters the city maintains. Whenever anyone does work in that right-of-way, including cutting or boring under any paved surface, the City Engineer must first issue a permit, and the bond is submitted as part of that application.

The bond is a restoration-and-compliance guarantee.
