Louisiana's Pawnshop Act licenses pawnbrokers through the Office of Financial Institutions, and eligibility comes with a financial-responsibility test: an applicant must hold net assets of at least $50,000 used or readily available in the business, or file a $50,000 surety bond with the commissioner. The bond is the faster path — no balance sheets or audited financials to produce.

It's a three-party arrangement: you (the principal), the surety carrier, and the state through the commissioner of financial institutions (the obligee), with your customers as the protected parties.
