About this bond

What it is and who needs it.

What the bond actually guarantees

Iowa taxes cigarettes through the Department of Revenue under chapter 453A. A manufacturer permittee must post a surety bond before the permit issues, set by Iowa Code 453A.14 at a fixed $5,000 — the highest of the standard cigarette permit bond tiers along with the non-permittee interstate bond.

The bond runs to the State for the benefit of the Department. It guarantees that you comply with chapter 453A and pay all cigarette taxes, fees, and costs you owe — if you do not, the Department can recover against the bond up to the $5,000 penal sum.

It is not insurance for you: if the surety pays, you repay the surety. Where a person holds more than one tobacco permit, the bond requirements are cumulative. Iowa tobacco bonds run to a June 30 expiration by rule.

Iowa Code 453A.14 (bond) & 453A.13 (permits)Iowa Code 453A.14 conditions a cigarette permit on a bond guaranteeing compliance with chapter 453A and payment of all taxes, fees, and costs. The manufacturer bond is $5,000. Where a person holds more than one permit type, the bond requirements are cumulative. Iowa cigarette/tobacco bonds expire annually on June 30 by Department of Revenue rule.

FAQs

Common questions.

If yours isn't here, the bond team can usually answer within the hour.

How much is the Iowa cigarette manufacturer bond? +
The bond amount is a fixed $5,000 under Iowa Code 453A.14. At our flat 3% that is $150, which is below our $275 minimum — so the price is $275, the same for every manufacturer.
Do I pay the $5,000? +
No. You pay the $275 minimum premium. The $5,000 is the surety's maximum liability to the Department of Revenue if you fail to comply or pay your cigarette tax — it is not a deposit.
I hold more than one tobacco permit — do I need separate bonds? +
The bond requirements are cumulative. You can post a single bond equal to the aggregate of your permit requirements, or separate bonds. Send us your full set of permits and we will total it.
Is there a credit check? +
No — the application has no credit section. Small fixed-amount tobacco bonds like this one don't need one.
When does it renew? +
Iowa cigarette and tobacco bonds expire on June 30 by rule, in step with the permit year. We send renewal notices 60 and 30 days out, with autopay available, so your permit never lapses.
