It’s a three-party arrangement: you (the principal), the surety carrier, and the City of Rolling Meadows (the obligee). The bond guarantees your licensed work complies with the City’s permit conditions and code — so Rolling Meadows isn’t left absorbing the cost of a job performed out of code or left unfinished.
