What the bond actually guarantees
The Four Rivers Sanitation Authority's Code of Ordinances (Title 4, Article IV) creates a Private Property Plumbing Contractor registration that allows the contractor to perform permitted sewer service connections and extension work on private property — grease traps, sand filters, oil separators, private service manholes, and private pump and lift stations among them — plus service disconnections tied to demolition, with a State of Illinois licensed plumber in responsible charge on site. All of the work must stay off the public right-of-way. Before applying for a permit, the ordinance requires the contractor to furnish a bond to the Authority's Director of Engineering.
It's a three-party arrangement: you (the principal), the surety carrier, and the Authority (the obligee), with the sewer system and the property owner as the beneficiaries. Registration and bonding both expire at midnight on May 31 of the current period under the Authority's ordinance, so this is an annual filing however many terms you buy in advance.
It is not insurance for you — if the surety pays a claim, you repay the surety. A permit is valid for 30 days after issuance, and the Authority will not issue a new permit to a Private Property Plumbing Contractor whose bond or registration has lapsed.
