What the bond actually guarantees
The Four Rivers Sanitation Authority's Code of Ordinances (Title 4, Article IV) creates a Sewer Contractor registration that allows the contractor to perform street connections, service extension work, public manhole core-ins, and public sewer main cut-ins, and to install public manholes — the broadest of the Authority's three contractor classes. Before applying for a permit, the ordinance requires the contractor to furnish a bond to the Authority's Director of Engineering, conditioned on performing the work in conformity with the Authority's ordinances and leaving sewers, streets, and pavement in as good condition as before.
It's a three-party arrangement: you (the principal), the surety carrier, and the Authority (the obligee), with the sewer system and the public it protects as the beneficiaries. Registration and bonding both expire at midnight on May 31 of the current period under the Authority's ordinance, so this is an annual filing however many terms you buy in advance.
It is not insurance for you — if the surety pays a claim, you repay the surety. A permit is valid for 30 days after issuance, and the Authority will not issue a new permit to a Sewer Contractor whose bond or registration has lapsed.
