What the bond actually guarantees
The Four Rivers Sanitation Authority's Code of Ordinances (Title 4, Article IV) creates a Public Property Plumbing Contractor registration that allows the contractor to perform street connections and service extension work, including private service manholes, plus public manhole core-ins and public sewer main service cut-ins — provided all of it stays within the public right-of-way or public sanitary sewer easements, with a State of Illinois licensed plumber on site. Before applying for a permit, the ordinance requires the contractor to furnish a bond to the Authority's Director of Engineering.
It's a three-party arrangement: you (the principal), the surety carrier, and the Authority (the obligee), with the sewer system and the public it protects as the beneficiaries. Registration and bonding both expire at midnight on May 31 of the current period under the Authority's ordinance, so this is an annual filing however many terms you buy in advance.
It is not insurance for you — if the surety pays a claim, you repay the surety. A permit is valid for 30 days after issuance, and the Authority will not issue a new permit to a Public Property Plumbing Contractor whose bond or registration has lapsed.
