Illinois regulates lawn sprinkler / irrigation contractors under the Illinois Lawn Sprinkler System Code (77 Ill. Adm. Code Part 892), administered by the Department of Public Health. The bond is an indemnification guarantee that you'll comply with the Code, which exists to protect the public water supply from cross-connection and backflow hazards.
It's a three-party arrangement: you (the principal), the surety carrier, and the people of Illinois (the protected parties), with the Department of Public Health as obligee. If a contractor's failure to comply with the Code causes a person injury or financial loss, the harmed party can recover against the bond.
It is not insurance for you — if the surety pays a claim, you repay the surety. The registration and bond renew annually, so we track yours and notify you 60 and 30 days out to keep your $20,000 filing continuous.
