Belleville doesn't hand out a demolition permit on a promise. Municipal Code § 150.34 conditions the permit on a performance bond, in an amount the Building Inspector determines and approves for each permit, that guarantees the permittee will complete the demolition and satisfy the terms of the city's demolition chapter — including finishing the work, by ordinance, within 30 days of the permit's issuance.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Belleville (the obligee). If the site is left half-torn-down, debris uncleared, or utilities left improperly disconnected, the city can draw on the bond to have the job finished rather than absorb the cost itself.
It is not insurance for you — if the surety pays a claim, you repay the surety. The bond needs to stay in force for the life of the permit, so file it before you apply rather than after the Building Official asks for it.
