Under the Illinois Raffles and Poker Runs Act, the operation of a licensed raffle has to sit under a single, named manager — and that manager has to carry a fidelity bond conditioned on their honesty running the game. Unlike most bonds on this site, this one doesn't run in favor of the city — it runs in favor of the licensed nonprofit organization itself, protecting the group's members from a manager who mishandles ticket sales, prize funds, or proceeds.

Belleville, as the local licensing authority under the Act, sets the bond amount for the license it issues; $1,000 is the figure that applies to a standard raffle license, distinct from the larger $25,000 fidelity bond the city's separate Queen of Hearts raffle ordinance requires for that different game format.
