What the bond actually guarantees
Elgin licenses mechanical contracting work — heating, ventilating, cooling, air-conditioning, refrigeration, and warm-air heating installation — through Title 16 of its municipal code, and conditions that work on an indemnifying bond in the penal sum of $20,000, payable to the city.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Elgin (the obligee), with property owners as the parties the bond protects. If a mechanical contractor fails to perform installation work in accordance with the city's building provisions and a property owner is damaged as a result, that owner can make a claim against the bond.
It is not insurance for you — if the surety pays a claim, you repay the surety. Elgin also asks for a notarized letter of intent and evidence of a contractor's license from a municipality that gives a written HVAC exam, so line those up alongside your bond before you file.
