DeKalb doesn't let a contractor loose on its streets, sidewalks, and curbs without security behind the work. Municipal Code § 6.11(a) conditions right-of-way registration on an annual performance bond of not less than $10,000, filed alongside a certificate of insurance and the city's annual license fee.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of DeKalb (the obligee). The bond exists to indemnify the city against liabilities, judgments, and expenses that arise from work performed under a right-of-way permit — substandard repairs, an improperly restored street cut, or damage from a permitted operation.
It is not insurance for you — if the surety pays a claim, you repay the surety. The bond is annual, so plan to renew it alongside your registration each year rather than letting it lapse mid-project.
