Hawaii licenses mixed martial arts promoters through the Professional and Vocational Licensing Division of the Department of Commerce and Consumer Affairs, and conditions the license on a $10,000 surety bond under HRS chapter 440E. The bond stands behind the promoter's compliance with the chapter — the conduct of contests, payment of obligations, and the rules governing the events.

It's a three-party arrangement: you (the principal), the surety carrier, and the State (the obligee). The total aggregate liability under the bond is capped at $10,000. If a promoter violates Chapter 440E and someone is harmed, they can recover against the bond — and if the surety pays, you repay the surety.
