Orange County Utilities can require a deposit to secure a utility account. Instead of tying up cash, you post a surety bond the county accepts in its place. The bond is a payment guarantee: it stands behind the utility charges you owe on the account.
It's a three-party arrangement: you (the principal), the surety carrier standing behind you, and Orange County (the obligee), as the utility provider being secured. If the account goes unpaid, the county can recover the owed charges against the bond.
