The City of Ocala requires a deposit from utility customers before service starts (Code §70-683). For a commercial (nonresidential) account, the deposit is two times the average or estimated average monthly bill, and instead of cash you can post a certificate of deposit, a bank letter of credit, or a surety bond from a surety authorized in Florida, on a bond form the City provides. The bond is a payment guarantee: it stands behind the utility charges you owe on the account.
It's a three-party arrangement: you (the principal), the surety carrier standing behind you, and the City of Ocala (the obligee, the party the bond protects), as the utility provider being secured. If the account goes unpaid, the city can recover the owed charges against the bond.
It is not insurance for you — if the surety pays a claim, you repay the surety. The advantage over a cash deposit is that your money stays in your business; pricing is 2% of the deposit amount, $100 minimum — not a credit tier.
