About this bond

What it is and who needs it.

What the bond actually guarantees

A drain layer / excavator bond is a municipal-protection guarantee. When you open the ground to lay drains or connect to the Town of Windsor Locks sewer system, the Town wants a financial backstop that you’ll restore the street, follow the connection rules, and not leave the public way damaged.

It’s a three-party arrangement: you (the principal), the surety carrier, and the Town of Windsor Locks (the obligee). If you damage town property, fail to backfill or restore a road opening properly, or violate the town’s drain-laying rules, the Town can recover against the bond.

It is not insurance for you — if the surety pays a claim, you repay the surety. Drain layers who restore their cuts and follow the town’s standards treat the bond as a registration formality, not a risk.

Town of Windsor Locks — drain layer / excavator registrationThe Town of Windsor Locks requires this $5,000 bond as a condition of registering as a licensed drain layer or excavator working in the town’s public ways and sewer system; the bond amount and terms are set by the Town of Windsor Locks (Department of Public Works / Water Pollution Control Authority). We have not cited a specific ordinance number because the exact municipal code section is not published in a way we can verify — confirm the current requirement with the Town.

FAQs

Common questions.

If yours isn't here, the bond team can usually answer within the hour.

How much is the Windsor Locks drain layer bond? +
The premium is $275 — a flat 3% of the $5,000 bond is $150, which falls below our $275 minimum, so you pay the $275 floor. Same for every drain layer; there is no quote process.
Do I pay the $5,000? +
No. You pay $275. The $5,000 is the surety’s maximum liability to the Town of Windsor Locks if a valid claim is made — not a deposit, and nobody holds your money.
How fast will I have the bond? +
Small fixed municipal bonds like this are among the thousands of bond types that issue right after purchase — many contractors finish the application and have the bond in the same sitting. At most, 1–2 business days.
Is there a credit check? +
Not on this bond — the application has no credit section at all. Small fixed-amount municipal bonds like this one don’t need one.
When does it renew? +
The bond must stay active for as long as the Town requires your registration. You can buy a 1, 2, or 3-year term; we send renewal notices 60 and 30 days out, with autopay available, so your registration never lapses over a missed email.
