A right-of-way permit bond is a municipal-protection guarantee. When you open a Manchester street or work within the public right-of-way, the Town wants a financial backstop that you’ll restore the road surface and not leave the public way damaged or unsafe.

It’s a three-party arrangement: you (the principal), the surety carrier, and the Town of Manchester (the obligee). If you fail to backfill, repave, or restore a cut to the town’s standard — or you damage town property — the Town can recover against the bond.
