Connecticut prohibits fireworks generally, but Conn. Gen. Stat. § 29-357 lets a permit issue for a supervised public display after inspection of the site and approval of the police and fire department chiefs of the municipality where the display is held — in Monroe, that is the Town Fire Marshal’s office. The bond stands behind the display organizer’s compliance with the permit conditions and the safety of the site.
It is a three-party arrangement: you (the principal), the surety carrier, and the Town of Monroe (the obligee), with the public and property near the display as the protected parties. If the display causes damage or violates the terms the Fire Marshal approved, the Town can recover against the bond.
