What the drain layer bond actually guarantees

The Town of Fairfield licenses drain layers — the contractors who connect a property to the sanitary sewer — through its Water Pollution Control Utility (WPCU), also called the Sewer Department. Connecting, disconnecting, or repairing a sewer lateral means opening the street and tapping the public main, so the town requires a $10,000 bond to register.

It is a three-party arrangement: you (the principal), the surety carrier, and the Town of Fairfield through the WPCU (the obligee). If a drain layer’s connection work or street restoration is defective or left incomplete, the town can recover against the $10,000 bond to repair it.

It is not insurance for you — if the surety pays the town, you repay the surety. Drain layers who tap cleanly, restore the street to grade, and follow the WPCU rules treat the bond as a registration formality.
