U.S. Army Reserve, 88th RD has an objective to reduce energy consumption, reduce energy cost, and increase energy resiliency of multiple facilities located in Minnesota and Wisconsin. The 88th RD is seeking to identify additional Energy Conservation Measures (ECMs) that provide measurable energy and cost savings. Potential energy and water saving projects may include but are not limited to: envelope improvements, insulation upgrades, window upgrades, LED upgrades, geothermal heat pumps, lighting, controls, renewable energy generation including photovoltaic solar arrays, retro-commissioning, water conservation measures, heating, ventilation, air conditioning (HVAC) upgrades including boilers, furnaces, split systems, and chillers, battery energy storage systems (BESS), and Hydrogen Fuel Cells and microgrids. Additional ECMs of interest include re-tuning; retro-commissioning and re-commissioning; building automation and control systems; window replacement; minor building-envelope improvements; domestic hot-water system replacement; plug-load analysis and reduction, including refrigerators and freezers; water-leak detection; and other water-efficiency upgrades. The project will evaluate these and other cost-effective opportunities to modernize facilities, improve energy and water resilience, and support the 88th RD long-term energy, water conservation, and resiliency goals (as determined by 88th RD and ARIMD). These efforts align with statutory requirements under 10 U.S.C. § 2911 for energy security and resilience, and 42 U.S.C. § 8287 through the Department of Energy’s (DOE) Fourth-Generation Energy Savings Performance Contract (ESPC) Indefinite Delivery Indefinite Quantity (IDIQ) contract.
