2026-2027 Seat Belt Survey in the St. Thomas/St. John and St. Croix Districts
The contractor will conduct annual scientific seat belt surveys at selected sites in St. Thomas/St. John and St. Croix, following NHTSA-approved probability-based observational survey design and 23 CFR Part 1340. Responsibilities include hiring and training observers, providing all necessary field materials, deploying and scheduling observers, collecting data on driver and passenger seat belt use (including rear-seat and child car safety seat compliance), safeguarding data, analyzing data, and preparing annual draft and final reports. Deliverables include raw survey datasets, observation schedules, daily activity reports, observation forms, tally forms, quality control and statistical review documentation, draft and final reports, and all supporting documentation for NHTSA reporting and audit purposes.
