The successful Proposer will have the non-exclusive right to manage and sell advertising,
including both static and digital content, throughout the terminal at approved locations.
Proposer will assume full responsibility, at its own cost and expense, for the design, installation,
operation, maintenance, sales and marketing tasks associated with operating a successful
concessions advertising program.
The Port seeks Proposers who can offer the following:
· Enhance the Airport Environment. Build a creative innovative advertising display
program that is consistent and complementary with the features and characteristics of
PDX and the newly updated terminal.
· Update the Advertising Program. Current design trends should be planned and
incorporated into the new displays. The program must use modern advertising methods,
stay fresh, and offer different choices to meet the needs of both local and national
advertisers. Displays should not appear cluttered or detract from the architectural and
design theme of the terminal.
· Maximize Revenues. The program should maximize advertising revenues without
interfering with operational efficiencies while also maintaining an excellent passenger
experience.
· Bring an Onsite Team. From the passenger perspective, PDX is a gateway to the Pacific
Northwest region. Proposers should showcase comprehensive expertise in local and
regional markets. To ensure seamless support, they must provide a continuous onsite
presence with a designated sales representative and operations manager available to
PDX.
The minimum operating requirements are as follows:
· Proposer will be required to provide regular monitoring and timely maintenance.
· All digital displays must remain operational twenty-four (24) hours a day, seven (7) days
per week.
· Routine maintenance for repairs and cleaning must be performed on a regular basis to
ensure clean, safe and operational equipment.
· Proposer must update content as needed or as directed in a timely manner.
· Proposer must ensure adequate staffing and resources to maximize revenue to the Port
through the sale and placement of advertisements.

Non-mandatory Pre-Proposal Meeting
Proposers are encouraged to attend the Pre-Proposal Meeting which will be held on the date,
time and place listed on the Schedule. Subject matter experts will present on various topics and
will be available to answer questions. Additional details and further instructions will be provided
in an upcoming invitation through PlanetBids.
Process for Questions
To ensure transparency, please submit questions through the PlanetBids system only. The Q&A
button is located at the top of the screen in the “Project Title” homepage on PlanetBids.
Questions will be answered within 72 hours of the submission. The deadline for all questions to
be submitted is listed on the Schedule.
Process for Proposal Submittal
Proposals in response to this RFP are to be submitted electronically to the PlanetBids system on
or before the deadline listed on the Schedule. A PlanetBids Vendor Portal Link is included on the
Schedule.
To upload final Proposal documents, navigate to the “Project Title” as described above. A “Place
eBid” button will be in the lower right corner. Click this button and follow prompts to upload
documents.
If required, scheduling of presentations will be made with Proposer’s primary contact during the
week listed on the Schedule.
Results of this RFP will be made individually to Proposer’s primary contact, and the successful
Proposer will be posted on PlanetBids as a final step in the process. Notifications are anticipated
to be made by the Estimated Award Date listed on the Schedule.
Required Proposal Format
To qualify for this RFP, a Proposer must submit an electronic Proposal prior to the deadlines listed
on the Schedule.
Proposals are to be submitted electronically by uploading a PDF document to the PlanetBids
system. Financials should be uploaded as separate attachments.
Ensure each section of the Proposal is clearly labeled to match the section requirements outlined
below, including all required Submittals. Maximum page count is thirty (30) pages, not including SUBMITTALS C, D, and E. Proposals should be a standard 8.5” x 11” format, with a font size no smaller than 11 points, except for graphics, renderings and photographs which are allowed to be 11” x 17” format. No materials will be returned.
