At Market Square East, St. Thomas, the work includes designing and installing a hurricane-rated solar PV parking canopy (≥42 kW DC), a 200-300 kWh battery energy storage system (BESS) with minimum 100 kW continuous AC discharge, and a 100-150 kW aggregate DC fast charging system with two CCS1/NACS-compatible connectors, including payment processing. At the VIYA Building, St. Croix, the work includes a 200-300 kWh BESS with minimum 100 kW continuous AC discharge, a minimum 100 kW aggregate DC fast charging system with two connectors, and coordination with the existing solar carport (no new PV). Both sites require microgrid operation with islanded charging capability during utility outages, an energy management system (EMS) to enforce a maximum 100 kW grid-import limit, OCPP-capable chargers, and secure web-based monitoring. The contractor must provide complete site surveys, design packages (30%, 60%, 90%, and Issued-for-Construction), permits, commissioning, operator training, and first-year operations and maintenance.
