INTRODUCTION
This is a Request For Proposal to supply the City of Tybee Island, Georgia (sometimes
hereinafter referred to as “Owner”) with products or services as indicated herein.
Sealed proposals must be received by 12:00pm local time, on NOVEMBER 3, 2026 The City
of Tybee Island reserves the right to reject any or all proposals.
The contractor shall provide a fully functional solar array on the flat portion of the Tybee Island Marine Science Center roof (approximately 40' x 80') with a minimum 42kW power output. Solar panels must be minimum 400 watts each, manufactured by Q-Cell and made in the United States. The contractor shall follow the six-step GAF warranty procedure including coordination with GAF Guarantee Services at least 45 days prior to installation start, completion of the solar installation checklist, pre- and post-installation inspections (at contractor expense of $600 each), and obtaining a GAF warranty amendment. The contractor must install the OMG Power Grip System Plus Model PGRPP-GAF-TPO-WH-8 using minimum four #14 1-inch stainless steel wood screws per specification. The Polar Bear III HD Flat Roof Mounting system shall be used for panel installation. All PV modules and inverters must be UL certified. The contractor shall tie into the existing building grid (240-volt single-phase located on the second floor main panel), provide AC/DC disconnect switches, use 2/0 AWG cable and bare copper with Tyco grounding clips, specify annual MWh generation, and provide production monitoring. The contractor shall furnish all necessary product documentation, provide a one-year warranty on all components and systems, verify the grid tie-in location prior to award, submit all drawing copies to the City (including electronic copy) for approval and county forwarding, and supply delivery and installation dates. The City shall obtain all necessary building permits and pay permit fees. Chatham County Building Inspection shall provide interim and final inspection, with Georgia Power energizing the system upon approval.
