The Contractor shall furnish all labor, supervision, personnel, software, equipment, materials, transportation, permits, disposal, commissioning, warranty support, and incidentals necessary to administer and deliver the WAP. Responsibilities include: application intake and processing, eligibility verification, case management, DOE-approved residential energy audits, procurement of all approved equipment, materials, and supplies, installation of approved energy conservation measures (including LED lighting, refrigerators, surge protectors, faucet aerators, low-flow showerheads, advanced power strips, water heater timers, portable battery backup systems, window and through-wall and mini-split air conditioners, solar water heaters, electric water heaters, and ceiling fans), quality control and quality assurance monitoring, preparation of reports and documentation packages, and final closeout for each dwelling and the overall grant. The Contractor shall work with a team of sub-tier contractors and establish a Quality Management Program.
